it has been a long time since I worked on or drove an older buick ,if there is no pedal and if memory serves me right there was years that the starter was kicked in by pressing the throttle pedal. check along the linkage and see if there is a point where it makes contact with an arm or lever hooked to the starter . that would engage the starter. this is only a guess from memories of a pre 1949 car.
