Your question triggers some very old memories of the Chrysler Lean Burn system. I believe the component you are interested in is the timer for the EGR Venturi Vacuum system control. This unit (orange) provides a 60 second delay to allowing the vacuum solenoid to be energized following a start. It provides this delay on a warm engine and comes into play once the CCEGR thermal valve has opened to allow a vacuum signal to the vacuum amplifier with increasing coolant temperature.
