Your question triggers some very old memories of the Chrysler Lean Burn system. I believe the component you are interested in is the timer for the EGR Venturi Vacuum system control. This unit (orange) provides a 60 second delay to allowing the vacuum solenoid to be energized following a start. It provides this delay on a warm engine and comes into play once the CCEGR thermal valve has opened to allow a vacuum signal to the vacuum amplifier with increasing coolant temperature. With all the years that have passed, you may not find all the components still on the engine, or still connected. If you have more questions my archives may be able to provide more information.
