According to my vin number the production number is much higher then the actual number produced?

Hello , The vin number of my 1959 series 62 is 59A089158 The 59 is the year ,The A is the model 62 sedan ,and the last 6 digits is supposed to be the production number,However i found that there where only 14500 produced,So why is there such a difference in the number??

the last 6 numbers are for total production numbers for all model Caddy models produced in 1959 . They all start at 000001 . source HOLLANDER INTERCHANGE MANUAL
