well if has not run in 15 years that mean the rest of the mechanical part have not move too. brakes /steering /gas tank/ pumps ect.. now adays parting out a car in this condition brings more money . .

Without seeing a picture of the car it is really hard to say. What is the exterior condition of the car? Would you be able to post a picture?
