IF IT IS A 3 WHEELER WITH ONAN ENGINE WAS PROBABLY MADE BY CUSHMAN. LOCATE SERIAL # AND TRY RESEARCH ON IT .MOST HAD SLIDING DOORS AND 3 SPEED TRANS,

Hate to say, but I've never heard of such a thing. Who makes these? Can you provide a link to the listing or anything so we can see what it looks like? As far as licensing goes, you may want to contact your local DMV to see what their requirements are. In some states, a bill of sale will work if there is no title, but again you will want to check with your DMV and state regulations.
