pump the brake pedal about 6 times, hold the pedal down and start the motor, the pedal should sink if the booster is working, after startup, traditional manifold vacuum is 18--21inches

Between 6 & 12 inches of vacuum, usually not enough for a good amount for power brakes. you may need to add a vacuum pump.
