The reverse lights are on when the ignition is on. This car originally came with a 3 speed manual transmission and was upgraded to a Muncie M-22 Rockcrusher 4 speed. There's a wire hanging above the transmission, left out when the upgrade was made. I used a light tester on the wire, but the wire is not giving out power. Would the extra wire be related to the reason why the reverse lights remain on? If it is related, where would one plug the wire in?

In the early 70`s young drivers were runing hot wire to the backup lights. This was a FAD among the young kids in southern Ohio.

There was no power at the wire in or out of reverse ? was the old three speed a column shift? if so the reverse switch could have been up there. Sounds to me like the switch is not hooked up and the wire to the tranny is looped into the one coming back where the switch should be.
