Thanks for the help! I finally figured out it is part of the vinyl trim molding. I was able to locate just this piece at a muscle care parts dealer, but I was able to find the whole kit....in the event someone else needs it. I looked into the GS emblem and it is actually in the right place for this car. This is a 67 GS 340 California edition. I have seen several others with the same emblem location.

This car originally had a vinyl top. This would be the lower sail panel vinyl top molding. This looks like a mid to late 60s Buick and the GS nameplate is in the wrong location. Not sure where you are located, but there are many classic car parts suppliers that can most likely provide that for you.
