When braking, my gas mileage is lowered by 33% at highway speeds and by 5 % around town.

Yes, they can. Rotational mass is about 10 times greater than dead weight. That means that every pound of dead weight is equal to ten pounds of rotating weight or close to it. Tire pressure that is low and tire width cause more drag causing the engine to work harder,thus using more gas.the softer the rubber is in tires the more drag.if your engine is fuel injected when you take your foot off the pedal gas stops flowing.best way to get gas milage is to drive like you have a rotten egg between your foot and the pedal.
