check hose at wiper motor connection for vacuum if there is the switch is not adjusted right or the seal on the arm inside is bad. if no vac check hoses to make sure they are not hardened allowing leaks .also the steel line could have a small rust hole in it . many fords had a dual diaphragm fuel pump ,check wiper side for vac ,possible that side of pump is bad.
