how do i get a matching VIN plate and title for PA?
I am trying to buy a 41 dodge truck that somebody has started to street rod. I live in Pennsylvania and I can not get it titled without a title and tracing of the VIN, or the actual car with a VIN tag attached and matching title in person at the DMV. the guy has a Maryland title, but there is no VIN tag on the car-so PA says I can't get a title for it. There has to be a way around this-please help????
