herstory
It's really hard to say. That could date as far back as the first pneumatic tires which appeared on the early horseless carriages even before the 1900s. If you ever see any old auto magazines published around the early 1900s, you can find almost any combination or tire side walls – red, white or black.

As per the first answer ...whitewalls have been available since the beginning in fact some of the earliest tires were all white... Today we often use whitewall widths that that may not have been stock and I know I have oversize tires on my rims... and they look good on my car and put a little more rubber on the road. It would be interesting to have a listing on oem tires for various makes and years
