The only way to tell is having a matching number 350 or 396 engine in the car. SS cars only came with those 2 engines that model year. Cowl tag wont help identify much for 1968
It would help to have the V.I.N. & the #'s off of the cowl tag , or even better a picture of the cowl tag.
