Hi valensagehughesnet, I don’t think ALL panels will interchange. For instance fenders from a bigger model series truck will not fit a smaller model series. Allot of parts will interchange throughout the years though.
Correct me if I am wrong but I seem to recall you are working on a Chevrolet?? According to my Hollander Interchange, front fenders are interchangeable from 1947 to 1953 for 1/2 to 1 tons. They will also work on 1947 to 1951 GMC's by adapting the parking lights.
I would investigate obtaining a Hollander Interchange Manual, they can be a little on the expensive side if you find one, but they will tell you parts interchanging, diagrams, part numbers, you name it!
Do a search for Hollander Interchange.
