The top is blue in color and I don't want to use anything too abrasive. I have used carwash and a scrub brush but it is still pretty gross. I don't know if it is mold or just caked on dirt that has managed to get into the crevases. After it is clean what should I put on to restore the luster/ shine if possible?

I use soft scrub on all my moldy vehicles, and upholstery.
I have used a foaming type bathroom cleaner and soft bristle brush on vinyl before without damaging the finsih. Best bet on what to use after cleaning to protect it would be asking someone who works with upholstery.
