Have 1941 Street Rod with a 355 Chevy engine it has a monte carlo frame.
Builders say the frame hurts the value of the car because the wheel stick out pass the front fenders about 2"

Very true!, you'll have to something to correct, wheel backspace or some other, way (many ways possible)

What you need to do is get Positive Offset Wheels, they usually won't stick out from the vehicle's side.... OEM wheels generally have a positive offset.

For what it's worth, a club buddy of mine had the same prob , using a monty clip , he used Jag rims off of about a mid 80's, not sure of the model name , he called it a common mans Jag. They gave him the off set that brought the tires back into his fender..and they took a pair of full hubcaps easily..
